The Punctuate Systems Seaport-e Team brings together broad qualifications in Defense related information technology support and systems management.  The Punctuate Systems team provides an array of consulting and management support services to the military branches, civilian government agencies, commercial clients, and non-profit organizations.  We work well as a team to deliver quality services emphasizing long-term relationships with our clients, teaming and industry partners.

We demonstrate below the capabilities associated with various business and technical areas, including our team's depth and and breadth of capabilities applicable to the Seaport-e functional areas identified in the Seaport-e Statement of Work (SOW).

Zones: Seaport-e is organized geographically, by zones within the 50 United States

To be eligible for inclusion in a particular zone, a Seaport-e prime or team member must have a physical presence within the zone.  Punctuate Systems team currently provides a variety of logistical, engineering, technical, and management support services in all of the seven Seaport-e zones.

Quality Management and Assurance

The Punctuate Systems Seaport-e team is determined to develop, integrate, and manage a quality management process to address and align the needs of Seaport-e customers.  Included below is a brief list of the project quality management tasks we address ensuring that we deliver quality services.

Quality Management Processes, Roles, and Responsibilities

  • Our management team will be accountable to Seaport-e for customer satisfaction, task order execution, and ensuring availability of resources and quality performance.
  • Project schedule development, reporting, including Gantt charts, using Microsoft® Project to establish and track project tasks, milestones, inch stones, and staffing assignments.
  • For data analhysis, modeling, and ETL (extract, transform, load) we have developed tools to verify the accuracy and completeness of the data, and database models and design.
  • Punctuate Systems has developed management plans, technical procedures, financial monitoring programs, and operational policies to be managed throughout the project life cycle.
  • These quality plans are fully compliant with government and military laws, directives, and policies and are documented in Punctuate Sytems' operating procedures and compliance review checklists.

    Seaport-e Project Manager

    Single point of contact for Program and Responsible for:

    §  Setting overall Punctuate Systems team leadership and operational style to ensure quality performance, integrity, and SEAPORT-E customer satisfaction

    §  Authorizing and approving task order proposal packages and deliverables

    §  Setting tempo for customer communications and optimizing collaboration and integration

    §  Committing corporate resources and aligning contract resources with DOD Strategic Plans

    §  Monitoring all program task orders, program fund/assets, reporting status of program performance, and ensuring Punctuate team performance

    §  Identifying and resolving conflict of interest situations, resource conflicts, and technical issues

    §  Responsible for all matters relating to operational performance and customer satisfaction, including working level customer interface, and:

    §  Building staff, allocating resources consistent with task requirements and ensuring task performance and customer satisfaction, including subcontractor performance

    §  Planning tasks, subtasks and developing task order responses for Contract-level Project Manager approval

    §  Managing, monitoring, and reporting periodic operational performance including cost /schedule and authenticating deliverables for PM approval

    §  Providing oversight to ensure quality and timely delivery of services and support

    §  Identifying, communicating and mitigating/resolving risks and concerns

    §  Setting the leadership style to support efforts to ensure high quality and timely staffing and services, and motivating task team members and appraising staff performance

Punctuate Systems, Inc. is a Service-Disabled, Veteran-Owned, Small Business (SDVOSB) headquartered in Stafford, Virginia. Founded in 2005, Punctuate’s core competency is process definition, management, and transformation through the application of continuous process improvement methodologies. Punctuate achieves positive outcomes for its clients through synthesis of this core competency with master data management, Geographic Information Systems (GIS), project & program management, business strategy development, business intelligence, information assurance / cybersecurity, off-the-shelf technologies, and cloud computing, wherever possible. Punctuate Systems leveraging their key strengths and past performance within the logistics and supply chain for products, services, data and information, provided support to the Marine Corps Systems Command, Information Systems & Infrastructure (IS&I) Program office. An example of this is Punctuate’s support for the Navy/Marine Corps MCEITS enterprise system Product Manager (PdM). Punctuate’s work helped link and migrate over 75 Integrated Master Schedule’s (IMS) inner and outer dependences together onto a cloud-based, Microsoft Project Server (MSPS) creating comprehensive relationships between IS&I programs and the many Integrated Master Schedules (IMS) including business intelligence reporting. Esri is a large business primarily focused on designing and developing the world’s leading geospatial information system (GIS) technology. Esri provides the technology used by the National Intelligence community and US Dept. of Defense as the common geospatial software platform for data management, analysis, and visualization of geospatial intelligence (GEOINT) and for integrating those capabilities with Command and Control and Intelligence systems. Esri technology provides an extensive set of geocentric and geoenabled functionality to the DoD enterprise, to include additional functionality for military analysis, overlays, sensors, logistics, and data. Esri’s ArcGIS platform supports the DoD’s standard mapping platform for C2 and Intelligence programs of record (PoR) and associated applications. The Esri enterprise platform provides a collection of software development components and end-user applications used to add geospatial functionality to meet Seaport-e customer needs and requirements. In support of our software platform, Esri offers a full range of consulting services including project design and planning, project management, GIS training, requirements analysis, database design, application design, and system configuration. Our services have been provided to the same customer list provided above. These services are available within the context of a complete project life cycle, or focused consulting support provided for a day or week at a time, to offer advice and guidance during key phases of a project. 

ATKearneyA.T. Kearney Public Sector and Defense Services, LLC.   A.T. Kearney's team-based approach to project management allows us to work effectively in close collaboration with Department of Navy organizations across 10 core areas of functional expertise under the SeaPort-e contract. ProSoDel:  is an engineering, logistics, and technology company that uses its depth of experience to solve problems of vital importance to our customers, while instituting best practices to realize Government cost savings. Our team continues to provide high quality service to numerous Space and Naval Warfare Center (SPAWAR) Systems Center Atlantic (SSCA) and Marine Corps Systems Command (MCSC) programs. Based on this experience, ProSoDel will develop and implement solutions for the mission areas supported by the activities and technical capabilities of the Navy Systems Commands, the Office of Naval Research, the United States Marine Corps (USMC), the Defense Threat Reduction Agency (DTRA), and various other agencies that provide support through SeaPort-e.

    • BCI supports the Naval Surface Warfare Center Carderock Division (both West Bethesda and Philadelphia sites) Research Development Test and Evaluation (RDT&E) network in the areas of overall network support, Information Assurance (IA), Scanning and Remediation, governance and policy, and System Security Authorization Agreement (SSAA) and DoD IA Certification and Accreditation Process (DIACAP) packages for the past decade.

    • BCI has also been providing support to Federal Aviation Administration (FAA) Weather Programs for nearly 20 years. Work in this area spans research, concept analysis, system engineering, system testing, system installation, maintenance and logistics support.
